Principal, Insurance Expertise: Executive Chairman, Plus 8 Partners
Philip Bilney has worked in marine insurance and related areas since 1981 when he started as a Hull and Cargo broker at Lloyd's. He founded Rare Earth Insurance Partners in 2017 and oversees the firm's global operations as part of the Plus 8 Partners ecosystem.
Philip moved to Singapore in November 1990 to establish the Asia Pacific marine underwriting operations of Sun Alliance Insurance (now RSA Group) as Regional Marine Manager, before transferring to Hong Kong in December 1993 as Assistant Group Manager. In April 1997 he invested in a small Hull and P&I broker and over the following 20 years transformed it into a multinational enterprise. What became FP Marine Risks was granted Lloyd's broker status and at its height employed over 120 staff in six offices around the world.
Philip is a regular speaker and writer on marine insurance, both within the industry and to the industry's clients, with a particular focus on the logistics sector. He also frequently undertakes consultation and expert witness work in the field of marine insurance.

Andrew Dudley is the founder and CEO of Earth Platform, a proven technology that protects workers across global supply chains through smartphone-based monitoring and reporting systems. Under his leadership, Earth Platform has been deployed in factories, farms, and fishing communities worldwide, giving frontline workers secure channels to report conditions and enabling organisations to demonstrate verifiable compliance.
The Earth Platform creates invite-only community networks around specific projects—whether fishing vessels, manufacturing facilities, or agricultural operations—ensuring verified users while preventing misuse. Built on cloud infrastructure with satellite integration capabilities, the platform provides real-time location tracking, incident reporting, and welfare monitoring that generates legally admissible evidence and auditable compliance data.
Andrew's vision of technology-enabled transparency powers Lifeline's approach to maritime accountability, bringing the same proven tools that protect factory workers on land to fishermen at sea.
Partner, Ocean Advocacy: Executive Director, Human Rights at Sea
David Hammond is a former UK military seafarer, veteran Royal Marines Officer and qualified English barrister with a criminal, Public International Law and human rights background. He is the Founder of Human Rights at Sea, having established the innovative international policy and advocacy NGO in 2013.
His achievements include conceiving the Geneva Declaration on Human Rights at Sea in April 2019, achieving UN ECOSOC accreditation in December 2022, and authoring in excess of 90 international publications. He has been involved in law and policy changes in over 50 states. David has practical maritime and legal experience having operated in the North and South Atlantic Oceans, the Mediterranean, the Indian Ocean, Arabian Gulf and South China Seas.
He has also worked in complex and conflict-affected environments including Somalia, Libya, Mali, Iraq and Ukraine teaching human rights, International Humanitarian Law and conducting advocacy, research and investigations up-to-and-including state, EU and UN level. He is a member of the Honorable Society of Middle Temple and an Associate Fellow of the Nautical Institute.
David is currently the Executive Director of Human Rights at Sea International, providing training, consultancy, and advisory services to help state and non-state entities meet their legal obligations and develop best practice in maritime human rights.
